Ms. Zalmi is an active member of the Afghanistan Independent Bar Association. She has received commendations from officials in Afghanistan, United States, European Union and United Nations for her expertise in Afghan law. She was legal advisor, SME and mentor for 10 years in Afghanistan with USAID, GIZ, and European Union Police Mission in Afghanistan (EUPOL).
In her last assignment in Afghanistan, President Ashraf Ghani appointed Ms. Zalmi to oversee the prosecution of those responsible for the murder of Farkhunda Malikzada. Ms. Farkhunda was a 27-year-old Muslim woman falsely accused of burning a Quran. For that, she was killed by a mob in central Kabul as hundreds watched and filmed the entire event. Ms. Farkhunda’s case brought international attention to women’s rights in Afghanistan.
Ms. Zalmi is a recognized leader in women’s rights in Afghanistan. She served as the Vice President for the AIBA and headed its Women’s Committee from 2011-2016. In this capacity, she contributes to development of women’s access to justice and improvement of women’s rights, in particular those of the women attorneys. She has traveled extensively around the world to support this cause including to the United States as a member of the International Visitor Leadership Program on Women’s Political, Economic, and Social Empowerment.
Ms. Zalmi also served as a member of the Afghanistan Constitution Working Group, supported by the Max Planck Institute. This Working Group focused on modernizing and reforming the Afghanistan Constitution.
Ms. Zalmi has obtained her Bachelor’s Degree in Law from Kabul University, Faculty of Law and Political Science in 2006. Her main areas of practice in Afghanistan include Contract Law, Penal Code, Commercial Law, Constitutional Law, Family Law, and the Afghanistan Criminal Procedure Code for Courts.
